I has a syndrome

House has taught me that Williams Syndrome exists; and check out the symptoms:
  • "Elfin" facial appearance

  • An unusually cheerful demeanor and ease with strangers

  • A love for music

  • Unpredictably occurring negative outbursts

  • Unusual language skills (for persons who are diagnosed as mentally retarded)
Furthermore, people with Williams generally possess very good social skills, such that this condition is sometimes called "cocktail-party syndrome".

Eerie.

I was delighted when I came across the condition witzelsucht, "a set of rare neurological symptoms characterized by the patient's uncontrollable tendency to pun, tell inappropriate jokes and pointless or irrelevant stories at inconvenient moments. The patient nevertheless finds these utterances intensely amusing", and occasionally worry that I might be suffering from it.

Thus, when you find yourself sharing your workspace with someone like this, you have to weigh up the possibility they make have suffered trauma to the right frontal lobe, rather than just being a twat.

I know this is a frivolous post but I had a seminar on this
You can see pictures of the 'elfin' appearance if you do a Google image search - it doesn't look very elfin to me, but it's pretty distinctive. They also have good language skills but weird spacial skills (see the picture linked from here - they get elements right but in the wrong place or order), and IIRC they are very outgoing and friendly but with no wariness about strangers, which can cause problems.
